how do i get my name off a loan where I am the primary owner and the cosigner is the registered owner of the vehicle. He is being completely uncooperative.

If his name is the FIRST name on the title and registration, you're just stuck holding the loan paper. And guaranteeing it. Bummer. It kinda makes YOU the cosigner.

It's not uncommon for DMV's to only put ONE name on the registration - usually the FIRST name on the title.

Auto vehicle in two names, only one name on registration?If I were you I would talk to him about getting a loan for the vehicle in his own name, other than that you might want to talk to your bank about any options you have but since you are the primary on the loan you are going to be responsible till it is paid off no matter who is named on the vehicle registration. You could always have the vehicle repo'd but that would probably reflect badly upon your credit.
