When Hurricane Floyd came through in 1999 the poor welfare recipients made out like bandits and stayed in FEMA trailers for three years after the flood while I had to gut my house and start from scratch with no help from FEMA or SBA. I finally sold my house to my city because it was in a flood plain. I had to sell it for less than face value in order to get out of the mortgage I had locked into. My brother ended up paying it off for me because he wasn't affected by the flood.
