Your assumption is wrong. The poorest people do NOT get the most help. In fact, the vast majority of government give-aways go to corporations, in terms of tax incentives, research grants, and support funding. Remember the $10 billion that Congess voted to give to the oil companies for 'research into alternative fuel sources'? At least they later removed it. But things like that happen all the time and we never hear about it.
What about agricultural price supports?
I am sorry about your situation. My family was poor, but not poor enough for me to get grants to go to college, so I had to take loans and pay them back. Later, I got a glimpse into the lives of the kids who got the grants, and they were certainly less fortunate than I was. But they WERE trying to make their lives better, not just living off the public dole.
I do believe there should be conditions under which those who are simply manipulating the system could be dropped. But that kind of action is hard to prove. And if we drop them, what then? Do they turn to crime and go to prison, where we will feed and house them at even greater expense?

Then the government tells the world that we did this for the poor giving up twice the amount they need to cover up ten time amount they took before the poor even got theirs.
