The construction project is funded by a bank loan. Any request for funds needs to be supported by documents showing an expense was made for the construction project. The general contractor (GC) claims he made expenses but cannot produce the documents to support such claims. The GC refuses to produce the necessary documents, so the bank refuses to pay. Without payment, the construction project is delayed. Any suggestions on how to move the situation forward? We cannot fire the GC because no other GC is willing to take on the project at this point due to the high level of risk the new GC would have to assume. Any advice would be appreciated. Thank you.

Have you told the GC point blank that the bank won't pay him without? he may be stalling or he may be trying to defraud you.

If he does not, refuse to pay him and look for contractors from the next town over. He can take you to small claims court for his money, then he will have to prove his expenses.
