i have a relative that wants to start a business, a car workshop. he is a talented mechanic and he knows the job and he hasnt worked with cars a lot but he can pick it up very quickly. his only problem is that he doesnt have the money to buy a place to locate his workshop and also he doesnt have enough money to buy all of the machinery and equipment for it. would there be any way for him to get some money to do this other than getting a loan?

I have heard that he is a fraud an that he is "being sued by 17 states" (according to a different Y!A question; see source below.) I'm not sure if this is true or not.
