I'm going shopping in NYC and plan to buy purses from street vendors in places such as Chinatown, but I don't know if I can pull cash out of New York City's ATM's using a Visa debit card with the name of a Southern bank on it (this bank's not located up North). So, I don't know what to do. What if I get charged to use the ATM's up there?

There's ATM's everywhere, even in little cafes, drugstores, some magazine stands. Your card will certainly be accepted, but these days it's very rare the bank that doesn't charge you for using another bank's machine, regardless if you're local or not.
