This depends on where the issuer of the card is located. Courts have ruled that it is the laws of the issuing state that determine which laws have precedence. Thus most credit card companies run the issuing of cards out of either South Dakota or Delaware which have the least restrictive laws.
I do not know what rates issuers in California are limited to, but it is a moot point unless it is a California issuer. Basically the maximum rate is the maximum rate allowed by SD or DE. If you are more interested in your card, than you would need to find out which state it was issued from.
