It has been 3 months since the landscaper did any work in my area. I brought this up to the HOA at least couple of months ago and on several ocassions. I even have email exchanges but they give me the same answer that they will go out and inspect the work and get back to me or take actions appropriately. The landscape still has not been done.
The last board meeting they had said that they had to cut down on landscaping because our dues couldn't cover enough for landscaping. The issue is that they didn't shop around for better insurance rates and let the policy renew at the new rate thus causing the shortage in funds for other maintenance things. Can they be held liable for not doing any work on their part? Or is this something where all homeowners need to get together and get a new HOA management firm?
What are our options?

You own an undivided percentage of the common area - like owning stock in a corporation. YOU, the owners, elect a board of directors, and they run the day-to-day operations. The board contracts with a management firm to collect the assessments, pay the bills, and other things such as obtaining bids, inspecting the property, supervising contractors, obtaining bids, and making sure the board keeps up with current laws.
