I just refi'd my loan with a mortgage company we're not too happy with. Is it too soon to refi again (1 month)?

It depends on the lender some have a seasoning requirement meaning that the mortgage has to be held for a certain period of time before it can be refinanced (6+ mos.) Also, in most states there is something called a borrowers benefit test. This means that the borrower must benefit from either an interest rate reduction, shortening of term, debt consolidation or any form of net tangible benefit. If you're not happy with your lender chances are your loan will be sold off in the secondary market anyway, unless its held with a portfolio lender that services it's own paper.
