Attending Universities Abroad with 'American' Money?

I鈥檓 an American citizen living and working abroad. Does anyone know of opportunities/ways for Americans to get money from the U.S. government (or loans secured by the US Dept of Education) to attend Universities in other countries? There is a program in Norway I鈥檇 like to attend but given the financial requirements for getting a visa (having 13,000 USD in the bank as a way to show that you can support yourself and NOT live off of social welfare) I鈥檓 struggling at how to manage it all.
A friend suggested enrolling in one of the University of Phoenix Online programs because I鈥檇 be able to get money for the program that way since technically the school is in the States, although I can be anywhere in the world to attend the program.
If anyone out there has attended a 鈥榝oreign鈥?university in order to get a Master鈥檚 degree with money (loans, grants, scholarships, et al.) from (or secured by) the US dept of Education, I鈥檇 love to get some advice :)

There is private money out there, too. Higher interest rates, but studying abroad on "American" money is very do-able.
