If you had anything withheld for federal income tax, you should get it back. Otherwise you wouldn't get a refund.

Your parents can take the education credit since you are their dependent.

You are a dependent, are not required to file a tax return, and owe no taxes. Based on the description of the tax rebate, you would not get a check. But your parents may get an increased rebate based on your dependency.

Since you do not owe taxes, you cannot get an education credit.

If you had any federal or state income taxes withheld from your wages, you can file tax returns to get that money refunded.
