You live abroad and are not on the Electoral Roll here. Also if you only have a basic bank account with them, I suspect you do not have any active credit facilities anywhere in the UK, at least not ones that would show up on Experian.
You are not failing a credit score, you are failing a policy rule because they cannot identify you. Nationwide use electronic data records for identification and you don't have anything identifying you at Experian so to all intents and purposes you do not exist in the UK. In your circumstances you are likely to find this with most lenders.
