I would ask this "Rich Franklin" -- it is a fake name obviously -- what his address is where you can mail him some correspondence... What you do then is send him a CEASE and DESIST letter telling him basically to stop calling you at your house and/or at work. You would need to send this letter certified return receipt requested (costs about $5) May I suggest you also record him in the future.. Keep in mind, you may be in a two party state which means both parties have to be aware of the conversation being recorded. If you are in a one party state, only one party must be aware (you in this case)...
Depending on your state, most have protections against collectors calling them at work. You can easily advise the collector when they call of the following statement -- "My employer does not allow me to receive phone calls at work. To speak with me further, please contact me at the home # xxx-xxx-xxxx."
Keep in mind.. At NO point, is a collector allowed to discuss your debt with anyone else. All they can do is utilize other people to locate you... If they mention anything about you being arrested, etc, it can be considered a violation of debt collection laws. Thus, you can actually SUE them in small claims court for up to your state's maximum limit. So funny, they want $584 and you could actually sue them for 2K, 3K, 5K, or more....
So funny.. They prey on people who do not know the law..
