If one were set upload at 10 kbps max, would the download rate become automatically limited to a certain threshold as well?

well, of course. bittorrent techonology is about sharing, if other peers sees you were offering them so little, they will not share their piece with you. so u get less peers and of course, slower speed..10 kbps is surely too little if u are using a broadband. don limit it, I suggest..
