Why is husband's check on hold?

Usually a payroll check is not on Hold. If there is a garnishment for the loan, the law dictates how much percentage wise is to be withheld and the remained is to be given to the employee. He really needs to speak with the payroll department as they are required to give notice of any garnishments etc. before implementing them. Something does not sound right. Your husband my have another issue that he does not want to tell you about.

IF payroll stated the paycheck is on hold (I doubt they did), than they are incompetent and have no clue what they are doing. The state you are in and you move are both irrelevant.
