I had a Chapter 13 Bankruptcy voluntarily dismissed. 5 days after the dismissal was signed I sent a payment for the payoff of my auto loan. The Credit Union told me that they would not release the title to my car until I had paid off my VISA credit card account. Can a creditor place a lein on an asset without having a judgement?
